Premission to Remain: Stamp vs. Card

Hi!  I'm a US Citizen marrying an Irish Citizen.  I'm a little concerned because I read on the government website that the processing time for permission to remain can be up to 12 months.  We have been doing international-level long distance for 6.5 years, so my goal is to get married and stay together.  I read somewhere, though I can't remember where, that after we have the marriage certificate, we take it to INIS and they stamp my passport with a Stamp 4.  But I was reading in another board that some people had to send off of a card to stamp.  My question is, what is the difference between the stamp and the card, and is there a difference in the processing timeline?

There is a residency card too, which you get after registering with the GNIB.  They are different.
